2019 W杯・備忘録 175

〜　 TMO　〜

 

2019W杯では、はじめてTMOが採用され、TMO：4名が選ばれ、大会が運営された。よく4人だけで回したものだ。TMO創成期、そんな大会でもあった。試合を左右する重要な決定に関与する新たな人物が登場した。TMOの役割・技術など、まだまだ進化していくのだろう。

今年の六か国対抗・全15試合では、9名がTMOを務めている。おそらく、2023W杯に近いTMOであろう。彼ら・彼女の担当した試合を表にすると次の通り。

国際レフリー・オーウェンスの自伝『The Final Whistle』に実に印象的な一節がある。

We’ll come to that in a moment. First things first – Japan versus Russia. What an occasion! A sell-out crowd, the Emperor of Japan and other dignitaries present, Vladimir Putin had been invited, the eyes of the world were on us. Bizarre then that within the confines of the dressing room, just before kick-off, two people in one corner were speaking to each other in Welsh as we discussed what was ahead – myself and Russia’s coach Lyn Jones. I knew Lyn well from his time with the Ospreys and Neath previously. I wonder what language Lyn’s Russian players thought we were conversing in, let alone what we were saying to one another!

As it was the opening game, the onus was on me, of course, to set the barometer for refereeing standards at the tournament. The hosts won 30-10 and I received a report of ‘very good’ – which was later downgraded to ‘good’ because I hadn’t penalized or yellow card to one of the Russian players for a late tackle, something I didn’t see because my back was turned and my eyes were in the direction of the ball, as should be the case. The TMO did spot the incident, but for whatever reason he didn’t bring it to my attention and was happy, in his view, that it didn’t warrant a sanction.

I told my assessors that if I’d seen what happened in the first place then fair enough, but they can’t downgrade me because of the failure of the TMO to act as he should have done. During the tournament they changed their approach on this, but my review from the opening game still only stayed as ‘good’, much to my annoyance I can tell you. The buck stops with you as the referee, and rightly so, but you can’t be held responsible for something that is humanly impossible for you to see and which should be a non-negotiable decision for the TMO. TMO「影の権力者」である。各チームは、試合中、キャプテンを通じてレフリーとはコミュニケーションがとれるが、TMOは「天の声」である。それでいて、レフリーとの力関係もあるが、試合を左右する大きな決定に関与・主導できる「力（権力）」を有している。TMO,すなわち「第二審級」でもある。

 

Owen DOYLEの『The Ref’s CALL』では、Joy Nevill（IRE）のラグビー歴が詳細に書き込まれている。IRE女性代表は、他の国に出遅れていたが、六か国対抗でトリプルクラウン・優勝・グランドスラムを達成し、2014女性W杯では、NZを破り、ベスト4に進出している（IRE男性は、ベスト８どまり）。そのチームでナンバー８を務め、選手引退後、IRE協会レフリー部門の勧誘でレフリーに転じ、トップレフリー団に入り、欧州クラブ選手権の試合（男性）も吹くようになり、2017年WRのレフリー賞を獲得、コロナ禍でTMOに転じ、

In autumn 2020, Neville became the first woman to be on the team of officials for a major Test match, bringing the same intuitive knowledge and decisiveness that she takes to the field to that role too. 　（中略）

When you referee a match, there is an instinctive flow to your thoughts and decisions, to your concentration. The TMO, on the other hand, follows the game at arm’s length, watching the action on several screens, one in real time, one running some several seconds later. Powers of concentration need to very carefully honed and maintained over the whole match. A referee can take a breather if there’s a break in play, say for an injury, but at this point the TMO will be poring over replays to see if there’s anything amiss that caused that injury. Joy Nevill might well have a master’s in multitasking. (p253)

 

DOYLEは絶賛しているが、見ていると、いくつかの試合で疑問符が付く。先日の欧州（＋RSA）クラブ・チャンピオンシップ・ベスト16、エクセター（ENG）/モンペリエ（FRA）戦、50分・モンペリエ8番にレッドカードが出され、延長の末同点、トライ数でエクスターが勝ち上がった。数日後、審査委員会でこのレッドカードは取り消され・イエローカード相当が妥当とされた。この試合のレフリーはブレイス（IRE）、TMOはネヴィル（IRE）。どういうわけか、この二人が組んだ試合でFRAに不利な判定が続いている。

 

今年の六か国対抗最終節、IRE/ENGでの前半終了間際のENG・15番へのレッドカードも数日後の審査委員会でレッドからイエローに格下げになった。この試合のレフリー・ペイパー（RSA）、TMO・ヨンカー（RSA）。

 

こういう事態が本番で起きたら　どうなるのだろう。単なる誤審・ヒューマンエラーと笑って済ますことが出来るのだろうか？　そもそも　TMOを導入したのは　レフリーだけの瞬間の判断だけで生ずる誤審・ヒューマンエラーを防ぐためであった。しかし　現時点では　TMOによる誤審・ヒューマンエラーも　新たに　発生している。

 

なぜ、こうした「誤り」が生ずるのか。その要因として、よく取り上げられるのが、㈰短時間で判断せざるを得ない　㈪疑わしいシーンが観客に対して大画面でスローモーションで流され大ブーイングが起こり審判団にプレッシャーがかかること。これを回避するために、現在行われているスーパーラグビーでは、「第三審級」を設けて、第三者が10分以内に判断することを試行している。WRは、今年６月のU20のW杯、夏の南半球４か国のチャンピオンシップでも試行し、結果がよければW杯での導入も視野に入れているようである。

悩ましい問題であるが、「屋上屋を重ねている」だけのような気がしないでもない。そもそも適格者がいるのだろうか？

 

2023W杯で　TMOが　どんな活躍をするのか　どんな風に進化していくのか　興味深い。
